Dry skin is a skin type. Usually people with dry skin lacks oil, i.e. the skin does not naturally process enough natural sebum. When you have dry skin, it usually means your entire body has it, not just your face.

Dehydrated

Dehydrated skin is a skin condition. It means the most outter layer of your skin lacks water. Every skin type can suffer from dehydrated skin, including oily skin type. This usually is caused by external factors. For instance, UV rays, hot shower, heating or air conditioning.
